Musannaf Ibn Abi Shayba 9:1419

'Abd al-Rahman ibn Mahdi narrated to us, from Zam'ah, from Ibn Tawus, from his father, who said: It is not permissible for anyone to give away his daughter without a dowry (mahr), except for the Prophet, may Allah bless him and grant him peace.
