Musannaf Ibn Abi Shayba 9:1715

Ubayd Allah narrated to us, from Isra'il, from al-Suddi, from Abu Malik regarding [the verse]: "And do not determine the marriage contract until the decree reaches its term." He said: Do not make an appointment with her during her waiting period, saying, "I will marry you," until your waiting period has ended.
