Abu al-Ahwas narrated to us, from Mansur, from Mujahid, from Ibn Abbas regarding: "And there is no blame upon you for that to which you allude concerning a proposal to women," he said: A man alludes by saying, "I want to get married," and he should not be explicit to her in the proposal.
