Musannaf Ibn Abi Shayba 28:101

Abu Bakr ibn Ayyash narrated to us, from Abu Husayn, from al-Sha’bi, who said: Umar said: "There is no ownership over an Arab, and we shall not strip anything from anyone who has accepted Islam upon it. However, we shall assess them for the Muslims: five camels, five camels."
