Musannaf Ibn Abi Shayba 28:25

Muhammad ibn Fudayl narrated to us, from Yazid ibn Abi Ziyad, from Isa ibn Fa'id, who said: A certain person narrated to me, from Sa'd ibn Ubadah, who said: He narrated to us from the Messenger of Allah, may Allah bless him and grant him peace, that he said: "There is no commander of ten except that he will be brought on the Day of Resurrection shackled; nothing will release him from that shackle except justice."
