Musannaf Ibn Abi Shayba 28:26

Abu Khalid al-Ahmar narrated to us, from Muhammad ibn ‘Ajlan, from his father, from Abu Hurayrah, who said: The Messenger of Allah (may Allah bless him and grant him peace) said: "There is no leader of three [people] except that he will be brought on the Day of Resurrection with his hands shackled to his neck; either the Truth (Allah) will release him or He will bind him."
