Musannaf Ibn Abi Shayba 28:27

Ibn Numayr narrated to us, he said: Ibn Abi Khalid narrated to us, from Isma'il al-Awdi, he said: The daughter of Ma'qil ibn Yasar informed me that her father said: I heard the Messenger of Allah, may Allah bless him and grant him peace, saying: "There is no governor who governs a nation, whether few or many, and does not act justly among them, except that Allah will cast him upon his face into the Fire."
