Musannaf Ibn Abi Shayba 28:358

Muhammad ibn Fudayl narrated to us, from his father, who said: Umar ibn Abd al-Aziz would not assign a stipend except to those who had recited (memorized) the Quran. He said: So my father was among the reciters of the Quran, and he assigned a stipend for him.
