Musannaf Ibn Abi Shayba 28:408

Ibn al-Mubarak narrated to us, from Jami' ibn Abdullah al-Muqri, that Umar ibn Abd al-Aziz forbade the courier from placing a piece of iron at the end of the whip with which the animal is pricked. He said: And he forbade the [carrying of] meat.
