Musannaf Ibn Abi Shayba 28:413

Hushaym narrated to us, from Sayyar, from al-Zubayr ibn ‘Adi al-Yami, that a *dihqan* (landowner/local leader) accepted Islam during the time of ‘Ali. ‘Ali said to him: "If you remain on your land, we will lift the *jizya* from your head and take it from your land. And if you move away from it, then we have more right to it."
