Musannaf Ibn Abi Shayba 28:5

Waki’ narrated to us, he said: Ali bin Salih narrated to us, from Abdullah bin Muhammad bin Aqil, from Jabir bin Abdullah regarding [the verse]: "And those in authority among you," he said: "The people of jurisprudence, the people of goodness."
