Musannaf Ibn Abi Shayba 28:52

Waki’ narrated to us, he said: Usamah bin Zayd narrated to us, from Yazid bin Abi Habib, he said: Umar bin Abd al-Aziz wrote to the people of Egypt, forbidding them from castrating horses and [forbidding] that boys race horses.
