Musannaf Ibn Abi Shayba 28:921

Abdullah ibn Numayr narrated to us, he said: Hashim ibn Barid narrated to us, he said: Husayn ibn Maymun narrated to me, from Abdullah ibn Abdullah, from Abd al-Rahman ibn Abi Layla, he said: I heard Ali saying: I said, "O Messenger of Allah, if you see fit, assign us our right from the *khums* (one-fifth) mentioned in the Book of Allah, and distribute it during your lifetime so that no one may dispute it with me after you." He said: So he did that. He said: The Messenger of Allah, may Allah bless him and grant him peace, entrusted it to me, so I distributed it during the lifetime of the Messenger of Allah. Then Abu Bakr entrusted it to me, so I distributed it during the lifetime of Abu Bakr. Then Umar entrusted it to me, so I distributed it during the lifetime of Umar. Until it was the last year of Umar’s years, a large amount of wealth came to him, so he set aside our right, then sent for me and said, "This is your right, take it and distribute it where you used to distribute it." I said, "O Commander of the Faithful, we have no need of it this year, and the Muslims are in need of it." So he returned it to them that year. Then no one invited us to it after Umar until I stood in this position of mine. I met al-Abbas after I had left Umar, and he said, "O Ali, you have deprived us this morning of something that will never be returned to us until the Day of Resurrection." And he was a shrewd man.
