Musannaf Ibn Abi Shayba 7:144

Kathir ibn Hisham narrated to us, from Ja'far ibn Burqan, from Maymun, who said: I heard him saying: "Indeed, Allah the Exalted swears by whatever He wills of His creation, but it is not for anyone to swear except by Allah. And whoever swears, let him not lie."
