Musannaf Ibn Abi Shayba 7:156

Ibn Fudayl narrated to us, from Mughirah, from Ibrahim, who said: If a man says, "I have sworn," and he has not sworn, then he has lied and he has sworn. And if he says, "I swore and I lied," then he has lied and he has sworn.
