Musannaf Ibn Abi Shayba 7:29

Narrated to us Abd al-Rahim, from Dawud, from Sa'id ibn al-Musayyib, who said: If a man says, "Upon me is a vow," and he does not specify it with an oath, then he remains silent, then upon him is a vow.
