Musannaf Ibn Abi Shayba 3:1294

Makhlad ibn Yazid narrated to us, from Ibn Jurayj, from ‘Ata’, from Hakim ibn ‘Iqal, that he forbade raising the voice in recitation during the day. And he said: "He may raise it at night if he wishes."
