Musannaf Ibn Abi Shayba 3:4984

Waki’ narrated to us, from Bistam bin Muslim, from Abu Raja’, from Ibn Abbas, who said: Do not pray when the sun is rising, nor when it is setting, for it rises and sets between the two horns of a devil. But [pray] when it has become clear and has risen high.
