Musannaf Ibn Abi Shayba 3:66

Waki' narrated to us, from Mis'ar, from Abu Ma'shar, from Ibrahim, from Abdullah, that he used to raise his hands at the beginning when he commenced [the prayer], then he would not raise them again.
