Musannaf Ibn Abi Shayba 1:1701

'Umar narrated to us, from Ibn Jurayj, from 'Ata', who said: If you are in a settled area (al-hadar) and the prayer time arrives, and you do not have water, then wait for water. If you fear the passing of the prayer, then perform tayammum and pray.
