Musannaf Ibn Abi Shayba 1:491

'Abdah ibn Sulayman narrated to us, from 'Ubayd Allah ibn 'Umar, from al-Zuhri, from Ibn 'Umar, that he used to consider kissing to be from touching, and he would command ablution (wudu) because of it.
