Waki’ narrated to us, from Ibn ‘Awn, from al-Sha’bi, who said: Shurayh said: "It necessitates four thousand [dirhams], and it does not necessitate a vessel of water," meaning regarding the one who engages in sexual intimacy but does not ejaculate.
