Musannaf Ibn Abi Shayba 35:180

Ibn Abi Ghunya narrated to us, from Dawud ibn Isa, from al-Hasan, who said: Ibn Abbas informed me that he heard the Prophet, peace and blessings of Allah be upon him, saying: "O Allah, I have made Medina sacred with that which You made Mecca sacred with." And he mentioned that Abu Hanifa said: "There is nothing upon him [i.e., no penalty]."
