Musannaf Ibn Abi Shayba 35:40

Abu al-Ahwas narrated to us, from Abd al-A’la, from Abu Jamila, from Ali, who said: The Messenger of Allah (may Allah bless him and grant him peace) said: "Establish the prescribed punishments (hudud) upon those whom your right hands possess."
