Musannaf Ibn Abi Shayba 13:1002

Abu Bakr narrated to us, he said: Ibn Fudayl narrated to us, from Yahya ibn Sa'id, he said: I asked al-Hakam ibn 'Utaybah and al-Qasim ibn Muhammad regarding the blind man: Is his testimony permissible, and may he lead the people in prayer? They both said: And what prevents him from leading the people in prayer and testifying?
