Musannaf Ibn Abi Shayba 13:2327

Abu Bakr narrated to us, he said: Abu Usama narrated to us, from Jarir ibn Hazim, from Hammad, from Ibrahim, regarding a man who passes by the tax collector with slaves and says, "They are free," intending by the action [to deceive the collector]: He said, "They do not become free."
