Musannaf Ibn Abi Shayba 13:2930

Abu Bakr narrated to us, he said: Ibn Abi Za’idah narrated to us, from Ash’ath, from al-Sha’bi, who said: A man whose hand had been cut off [as a punishment] testified before Shurayh, and he praised him for his goodness. Shurayh said: We accept the testimony of every person who has undergone a prescribed punishment (hadd), provided that on the day he testifies, he is upright. Except for the one who falsely accuses [others of unchastity] (al-qadhif), for his repentance is between him and Allah.
