Musannaf Ibn Abi Shayba 13:982

Abu Bakr narrated to us, he said: Ibn al-Mubarak narrated to us, from Ibn Jurayj, regarding what he read to him, from ‘Ata’, who said: I said to him: "The selling of water in water skins?" He said: "There is no harm in it, for he draws it and carries it; it is not like the surplus of water that goes into the earth."
