Musannaf Ibn Abi Shayba 13:984

Abu Bakr narrated to us, he said: Ibn ‘Ulayyah narrated to us, from Ayyub, from Abu Qilabah, who said: The Messenger of Allah (may Allah bless him and grant him peace) said: "Whoever withholds surplus water to thereby withhold surplus pasture, Allah will withhold His bounty from him on the Day of Resurrection."
