Musannaf Ibn Abi Shayba 13:99

Hafs ibn Ghiyath narrated to us, from al-Shaybani, from Hammad, who said: He did not see any harm in taking a garment and giving it away for less than that—by a third or two-thirds—if it had been cut or worked upon.
