Musannaf Ibn Abi Shayba 22:276

'Abbad ibn al-'Awwam narrated to us, from Dawud, from 'Ikrimah, from Ibn 'Abbas, who said: The Qur'an descended all at once from the highest heaven to the lowest heaven in Ramadan. And Allah, whenever He willed to bring about a thing, He would bring it about.
