Musannaf Ibn Abi Shayba 22:310

Muhammad ibn Fudayl narrated to us, from his father, who said: Umar ibn Abd al-Aziz would not assign a stipend except to one who had recited (memorized) the Quran. He said: And my father was among those who had recited the Quran, so he assigned a stipend for him.
