Waki’ narrated to us, from Sufyan, from al-Shaybani, from Yasir ibn ‘Amr, who said: Sa’d wanted to provide a stipend of two thousand [dirhams] each to those who recited the Quran. So ‘Umar wrote to him: "Are you giving a wage for the Book of Allah?"
