Musannaf Ibn Abi Shayba 27:278

Ibn Fudayl narrated to us, from Husayn, from Mujahid, who said: No one possessed the entire earth except four: two Muslims and two disbelievers. As for the two Muslims, they are Sulayman ibn Dawud and Dhu al-Qarnayn. As for the two disbelievers, they are Bukht-Nassar (Nebuchadnezzar) and the one who argued with Ibrahim about his Lord.
