Musannaf Ibn Abi Shayba 27:834

Abu al-Ahwas narrated to us, from Shabib ibn Gharqada, from al-Mustazill ibn Husayn, who said: Umar ibn al-Khattab delivered a sermon to us and said: "I know, by the Lord of the Kaaba, when the Arabs will perish." A man from the Muslims stood up to him and said: "When will they perish, O Commander of the Faithful?" He said: "When their affairs are managed by those who have not dealt with the affairs of the Jahiliyyah (pre-Islamic era) and have not accompanied the Messenger."
