Musannaf Ibn Abi Shayba 25:69

Ibn Mahdi narrated to us, from Hammad ibn Salamah, from ‘Ata’ ibn Abi Maymunah, who said: I asked al-‘Ala’ ibn Ziyad and Muslim ibn Yasar about the bequest (wasiyyah). They called for the Mushaf and recited: "If he leaves behind wealth, the bequest is for parents and near relatives." They both said: "It is for the relatives."
