Musannaf Ibn Abi Shayba 5:188

Muhammad ibn Bakr narrated to us, from Ibn Jurayj, who said: I heard my father and others mentioning that Umar ibn Abd al-Aziz wrote that the sheep should be divided into three parts, then their owner chooses one third, and the tax collector (musaddiq) takes from the middle third.
