Hadith 5:394

Abu Usama narrated to us, from Hisham, from Muhammad, who said: The charity (sadaqah) used to be handed over to the Prophet (peace be upon him) and whoever he commanded, and to Abu Bakr and whoever he commanded, and to Umar and whoever he commanded, and to Uthman and whoever he commanded. When Uthman was killed, they differed. Some of them were of the opinion that it should be handed over to them (the rulers), and some of them were of the opinion that he (the individual) should distribute it himself. Muhammad said: Let him fear Allah, the one who chooses to distribute it himself, and let him not criticize them for something while he himself does the like of what he criticizes them for.
