Hadith 5:399
10200. Abd al-Wahhab narrated to us, from Khalid, from Abu Qilabah, that he was asked about Zakat. He said: "Pay it to the authority." It was said to him: "They do with it [such and such] and they do [such and such]," repeating it twice. He said: "Are you able to place it in its [proper] places?" They said: "No." He said: "Then pay it to them."
حدثنا عبد الوهاب عن خالد عن أبي قلابة أنه سئل عن الزكاة قال ادفعها إلى السلطان فقيل انهم يفعلون فيها ويفعلون مرتين قال فتستطيعون أن تضعوها مواضعها قالوا لا قال فادفعوها إليهم
