Hadith 5:768
Abu Bakr narrated to us, he said: 'Abbad bin al-'Awwam narrated to us, from al-Zibriqan, from 'Abdullah bin Mughaffal, that he was in charge of the tithes ('ushur), and he used to make them take oaths. Abu Wa'il passed by him and said: "Why do you make people take oaths regarding their wealth, casting them into Hell?" He replied: "If I did not make them take oaths, they would not give anything." He said: "That they do not give you anything is better than that you make them take oaths."
حدثنا أبو بكر قال حدثنا عباد بن العوام عن الزبرقان عن عبد الله بن مغفل انه كان على العشور فكان يستحلفهم فمر به أبو وائل فقال لم تستحلف الناس على أموالهم ترمي بهم في جهنم فقال إني لو لم استحلفهم لم يعطوا شيئا قال إنهم ان لا يعطوك خير من أن تستحلفهم
