Hadith 5:777
Sharik narrated to us, from Ibrahim ibn al-Muhajir, from Ziyad ibn Hudayr, who said: Umar sent me to al-Sawad, and he forbade me from taking the tithe (ushr) from a Muslim or from a person under a covenant (dhimmi) who pays the land tax (kharaj).
حدثنا شريك عن إبراهيم بن المهاجر عن زياد بن حدير قال بعثني عمر على السواد ونهاني أن أعشر مسلما أو ذا ذمة يؤدي الخراج
