Hadith 5:787
Abu Bakr ibn Ayyash narrated to us, from Abu Husayn, from Ziyad ibn Hudayr, who said: Umar appointed me over the travelers (or the thoroughfare), and I used to collect the tithe (ushr) from whoever came and went. A man went out to him and informed him of that. So he wrote to me: "Do not collect the tithe except once, meaning in the year."
حدثنا أبو بكر بن عياش عن أبي حصين عن زياد بن حدير قال استعملني عمر على المارة فكنت أعشر من أقبل وأدبر فخرج إليه رجل فأعلمه فكتب إلي أن لا تعشر إلا مرة واحدة يعني في السنة
