Hadith 5:943
Abu Bakr narrated to us, he said: Abu Usamah narrated to us, he said: Abdullah ibn al-Mustawrid narrated to us, he said: I heard Abu Qilabah narrating from Umar ibn Abd al-Aziz, he said: Abu Bakr sent the collectors of Zakat (al-musaddiqin), and he ordered them to sell the *jadha’ah* (a four-year-old camel) for forty, the *hiqqah* (a three-year-old camel) for thirty, the *ibn labun* (a two-year-old camel) for twenty, and the *bint makhad* (a one-year-old camel) for ten. So they went and sold what they sold at the valuation of Abu Bakr, then they returned. When the following year came, he sent them, and they said: "If we wished to increase, we could have increased something." He said: "Increase ten for every age category." When the following year came, he sent them, and they said: "If we wished to increase, we could have increased something." He said: "No." When Umar took charge, he sent his workers with the latter valuation of Abu Bakr. When the following year came, the workers said: "If we wished to increase, we could have increased." He said: "Increase ten for every age category." When the following year came, he sent them with the latter valuation, and they said: "If we wished to increase, we could have increased." He said: "No." When Uthman took charge, he sent them with the latter valuation of Umar. When the following year came, they said: "If we wished to increase, we could have increased." He said: "Increase ten for every age category." When the following year came, they said: "If we wished to increase, we could have increased." He said: "No." When Muawiyah took charge, he sent them with the latter valuation of Uthman. When the following year came, they said: "If we wished to increase, we could have increased." He said: "Take the obligatory alms (fara'id) by their age categories, then name them and announce them, then sit with them for the sale; whatever they are able and you are able to increase, then increase." Abdullah said: I saw Umar ibn Abd al-Aziz as if he saw no harm in that. He said to Abu Qilabah: "And how was the Zakat of sheep?" He said: "The Zakat used to be taken and distributed among the poor of the people of the desert, until when Abd al-Malik ibn Marwan came, he ordered it, so it was divided into fifths, and he assigned one-fifth of it to the poor, and it has remained that way until today."
حدثنا أبو بكر قال حدثنا أبو أسامة قال حدثنا عبد الله بن المستورد قال سمعت أبا قلابة يحدث عن عمر بن عبد العزيز قال بعث أبو بكر المصدقين فأمرهم أن يبيعوا الجذعة باربعين والحقة بثلاثين وبن لبون بعشرين وبنت مخاض بعشرة فانطلقوا فباعوا ما باعوا بقيمة أبي بكر ثم رجعوا حتى إذا كان العام المقبل بعثهم فقالوا لو شئنا أن نزداد زدنا شيئا فقال زيدوا في كل سن عشرة فلما كان العام المقبل بعثهم فقالوا لو شئنا أن نزداد ازددنا شيئا فقال لا فلما ولي عمر بعث عماله بقيمة أبي بكر الآخرة حتى إذا كان العام المقبل قال العمال لو شئنا أن نزداد ازددنا فقال زيدوا في كل سن عشرة حتى إذا كان العام المقبل بعثهم بالقيمة الآخرة فقالوا لو شئنا أن نزداد زدنا قال لا حتى إذا ولي عثمان بعث بقيمة عمر الآخرة حتى إذا كان العام المقبل قالوا لو شئنا أن نزداد ازددنا قال زيدوا في كل سن عشرة حتى إذا كان العام المقبل قالوا لو شئنا أن نزداد ازددنا قال لا فلما ولي معاوية بعث بقيمة عثمان الأخرة فلما كان العام المقبل قالوا لو شئنا أن نزداد ازددنا قال خذوا الفرائض بأسنانها ثم سموها واعلنوها ثم جالسوهم للبيع فما استطاعوا وما استطعتم أن تزدادوا فازدادوا قال عبد الله فرأيت عمر بن عبد العزيز كأنه لم ير بذلك بأسا فقال لأبي قلابة فكيف كانت صدقة الغنم قال كانت الصدقة تؤخذ فتقسم في فقراء أهل البادية حتى إذا ( ( ( إذ ) ) ) كان عبد الملك بن مروان أمر بها فقسمت أخماسا فجعل للمسكينة خمسا منها ثم لم يزل ذلك إلى اليوم
