Musnad Abu Ya'la al-Mawsili 130:22

Al-Muqaddami narrated to us, from Mubarak, from Abd al-Aziz, from Anas, that the Prophet (peace be upon him) was asked about the believer. He said: "He whom his neighbor feels secure from, and does not fear his calamities." And the Muslim is he from whose tongue and hand the people are safe.
