Musnad Abu Ya'la al-Mawsili 149:23

'Uthman ibn Abi Shaybah narrated to us, 'Abdah and Humayd narrated to us, from Hisham ibn 'Urwah, from his father, who said: 'A'ishah narrated to me that the hand of a thief was not cut off during the time of the Messenger of Allah, peace and blessings of Allah be upon him, except for the price of a *hajfah* (a leather shield) or a *turs* (a shield).
