Musnad Abu Ya'la al-Mawsili 243:57

Al-Abbas ibn al-Walid al-Narsi narrated to us, Abd al-Wahid narrated to us, Ayyub ibn A'idh narrated to us, Qays ibn Muslim narrated to us, I heard Tariq ibn Shihab say: Abu Musa al-Ash'ari narrated to me, he said: The Messenger of Allah (ﷺ) sent me to the land of my people. I came while the Messenger of Allah (ﷺ) was camping at al-Abtah. He said: "Did you perform Hajj, O Abdullah ibn Qays?" I said: "Yes, O Messenger of Allah." He said: "How did you say [the intention]?" I said: "I said: 'Labbayk, an ihlal (consecration) like your ihlal.'" He said: "Did you bring a sacrificial animal (hady)?" I said: "No, I did not bring a sacrificial animal." He said: "Then circumambulate the House and perform sa'i between al-Safa and al-Marwah, then exit the state of ihram." He said: So I did that, until a woman from Banu Qays combed my hair. He said: We remained in that state until Umar became the Caliph. He said: I was at the Maqam (Station of Ibrahim) giving fatwa to the people according to what the Messenger of Allah (ﷺ) had commanded me and what I had done. A man came to me and whispered in my ear, saying: "Be careful in your fatwa, for the Commander of the Faithful has introduced something new regarding the rituals." I said: "O people, whoever we have given a fatwa to regarding the rituals, let him be careful, for this is the Commander of the Faithful coming to you; so take from whoever knows something from him." When Umar arrived, I went to him and said: "O Commander of the Faithful, have you introduced something new regarding the rituals?" He said: "If we take the Book of Allah, the Mighty and Majestic, it commands us to complete [the Hajj and Umrah]. And if we take the Sunnah of the Messenger of Allah (ﷺ), he did not exit the state of ihram until he had slaughtered the sacrificial animal." He then forbade Umrah during the days of Hajj.
