Musnad Abu Ya'la al-Mawsili 243:66

On the authority of Abu Musa, from the Prophet, may Allah bless him and grant him peace, who said: "Indeed, Allah the Almighty grants respite to the wrongdoer, until when He seizes him, he does not escape." Then he recited: "And such is the seizure of your Lord when He seizes the cities while they are committing wrong. Indeed, His seizure is painful and severe."
