Musnad Ahmad 27:1942

Hammad ibn Mas'adah narrated to us, from Ibn 'Ajlan and Safwan, who said: Ibn 'Ajlan informed us—the meaning—from al-Qa'qa' ibn Hakim, that 'Abd al-'Aziz ibn Marwan wrote to 'Abdullah ibn 'Umar: "Submit your need to me." He said: So 'Abdullah wrote to him: "I heard the Messenger of Allah, peace and blessings of Allah be upon him, say: 'Begin with those whom you support, and the upper hand is better than the lower hand.' And I consider the upper hand to be the giver, and the lower hand to be the asker. And I will not ask you for anything, nor will I reject a provision that Allah has driven to me through you."
