Musnad Ahmad 27:284

Ibn Numayr narrated to us, Ubayd Allah narrated to us, from Nafi’, from Ibn Umar, who said: Al-Abbas ibn Abd al-Muttalib asked the Messenger of Allah, peace and blessings of Allah be upon him, for permission to spend the nights of Mina in Makkah on account of his duty of providing water (to the pilgrims). So he gave him permission.
