Musnad Ahmad 25:290

Yazid narrated to us, Hammad bin Zayd informed us, from ‘Amr bin Dinar, from Tawus, from Ibn ‘Abbas, who said: The Messenger of Allah (ﷺ) appointed Dhu al-Hulayfah for the people of Medina, al-Juhfah for the people of Syria, Yalamlam for the people of Yemen, and Qarn for the people of Najd. He said: "They are the appointed times for their people and for those who pass by them from other than their people—meaning for Hajj and ‘Umrah. Whoever’s residence is beyond the Miqat, his state of Ihram begins from where he sets out. And likewise, and likewise, even the people of Mecca, their state of Ihram begins from where they set out."
